Scarnati recently scheduled a meeting regarding the status of\nthe Bloody Skillet to Whiskey Springs Connector project. The meeting was \nheld in his Harrisburg office on August 14, 2019. Invited to the session \nwere Rep. Stephanie Borowicz, Officials from DCNR and PennDOT, and \nCentral Mountains ATV Association. PennDOT chose not to respond to the \ninvitation. DCNR was represented by the Deputy Director - John Norbeck,\nState Forester - Jason Albright, and two officials in charge of special \nprojects. CMATVA was represented by President - Henry Sorgen IV, Vice \nPresident - Todd Peifer, and NCPA ATV Initiative Chair - Rich Wykoff. \nThe session was coordinated and chaired by Legislative Director for \nSenator Scarnati \u2013 Adam Pankake. Following is a synopsis of that \nmeeting.\n\nDiscussed:\n* DCNR is working on finding different avenues of funding for the Bloody \n     Skillet to Whiskey Springs Connector Trail\n* Estimated cost to build the connector trail\n* DCNR presented a list of things that are being done and have been done \n     to support ATV recreation within the NCPA ATV Initiative region.\n     - New section of trail connecting to Denton Hill trail system\n     - Lyman Run State Park pilot project.\n     - Investigating possibility of a connection between Kettle Creek \n        State Park and Whiskey Springs\n     - Improvements to Haneyville ATV Trails (Duncan\u2019s Demise)\n     - Continued annual support of the Bucktail Medical Center Relay For \n        Life team\u2019s \u201cRenovo ATV Cruise For A Cure\u201d fundraiser\n    - Larson Group\u2019s feasibility study regarding the Bloody Skillet to \n        Whiskey Springs Connector Trail\n    - A statewide study (the GAP Study) showed that interest in ATV \n        recreation is growing.\n    - DCNR leaders have been investigating the impact of ATV recreation \n        in other states such as New Hampshire and West Virginia. The \n        economic benefit is real.\n    - This Fall, DCNR will evaluate \/ investigate a project for \n        connecting the Denton Hill Trail System to the Notch Road.\n    - DCNR noted that the Huling Branch Run remediation project is being \n        scheduled to begin in the near future. That will affect riding\n        at Whiskey Springs as happened with the previous project. That \n        may impact the connector trail project.\n    - DCNR made it clear that at this time there is no effort to change \n        policy (as directed in the recently enacted fiscal code). \n        Instead, they are attempting to find solutions or \u201cwork\u2013arounds\u201d \n        that would essentially create the connector without taking the \n        required step of changing DCNR policy that blocks use of \n        forestry roads.\n    - DCNR is looking at connecting Whiskey Springs ATV trails to Leidy \n        Township (Stewart Hill Road) and Cross Fork. They are also \n        looking at a possible solution for connecting Kettle Creek State \n        Park to Whiskey Springs ATV Trails.\n \nSummary:\n   The meeting was essential to enabling the Initiative and the \nConnector Trail project to move forward. It was precipitated by \nSecretary Dunn\u2019s letter in response to Commissioner Jeff Snyder\u2019s query \nabout the status of the implementation of Governor Wolfe\u2019s charge to \nPennDOT and DCNR to work together to build the Bloody Skillet to Whiskey \nSprings ATV connector trail.\n   The NCPA ATV Initiative map was useful in helping attendees to focus \non the size of the overall project, the potential impact of the \ninitiative on the region, and the important role the Connector Trail \nplays in assuring the success of the project.\n   It was evident throughout the discussion that all were aware of what \nthis project means to tourism and economic impact.\n   Existing code does not allow DCNR to open forestry roads to ATV \ntraffic. They will not be making changes to the policy manual regarding \nuse of forest roads by ATVs. DCNR stated that they have been \u201cdoing \neverything through the Governor\u2019s office.\u201d Their position is that they \nneed time and resources to implement the changes that are required by \nthe new law.\n   Adam Pankake, Legislative Director for Senator Scarnati and \nRepresentative Stephanie Borowicz are going to have further discussion \nwith the Governor\u2019s office and PennDOT \/ DCNR related to questions, \nconcerns, and issues that resulted from this session.
